Recommended telescopes for beginners

I think it would be very useful to have a list of telescopes listed that are recommended for beginners.

If you are, say, just coming to astronomy for the first time and would like to be able to look through a telescope and make out Saturn's rings, what sort of magnification do you need and what sort of model / cost would be a good entry level device to allow the achievement of that goal?
